No Action Alternative

The No Action Alternative will be analyzed in the Environmental Impact Statement (EIS) to provide a baseline against which to measure the impacts of the Proposed Action. Under the No Action Alternative, none of the airspace improvements would take place and day-to-day operations from Eielson Air Force Base (AFB) and Joint Base Elmendorf-Richardson (JBER) and those during Major Flying Exercises would continue unchanged resulting in inefficient training and unmet training requirements. Current and evolving National Defense strategies and advanced technology and weapons systems require longer engagement distances, operations at a variety of altitudes, and more consistent low-level training than previous generation aircraft. The existing Joint Pacific Alaska Range Complex (JPARC) airspace limits realistic training, adversely impacting readiness and survivability in combat.
